The (Register of Providers) RoP is an on-line database of providers of Works, Services and Supplies to Government.

Section 7 (h) of the PPDA Act, 2003 and Regulation 22 of the PPDA Regulations, 2003 mandate PPDA to maintain a Register of Providers for Works, Services and Supplies.

  • Increased visibility for providers by providing PDEs with reliable up-to-date information on the competencies of the registered providersfor Works, Services and Supplies
  • Used as the first source of information on Providers by the PDEs when developing their shortlists.
  • Help identify eligible providers to participate in preference and reservation schemes thus promoting national and local business development and capacity in Uganda.
  • Instant on-line access to all bid opportunities in government for all registered providers
  • Offer a more transparent and reliable providers' data bank for all key stakeholders in Public Procurement.
  • Provide PDEs with a record of current and past contracts performance of the providers.
  • Serve as primary tool for PDEs in the identification of ownership of providers dealing with the public sector and hence insuring the integrity of the bidders.

Providers will pay fees for registration as follows:

  • Works - Ug. Shs. 187,500 or US$ 125
  • Consultancy Services - Ug. Shs. 150,000 or US$ 100
  • Supplies/Non consultancy Services - Ug. Shs 150,000 or US$ 100

By attaching a copy of the bank deposit slip to the application.

Providers can pay in any Bank of their convenience provided they have generated a payment advice slip from the URA website. A Payment Guideline can be downloaded here

The application form must be filled and submitted on-line going through 5 steps using the "Registration" Link

  • A printed-out and signed Providers Application Form.
  • All relevant supporting documents as per Section 5 of the Application Form; namely:
    • RP 1 Copy of Certificate of Incorporation /Registration
    • RP 2 Copy of Current Trading License or equivalent.
    • RP 3 Copy of TIN Certificate
    • RP 4 Copy of VAT registration Certificate (if applicable to the Business)

    • RP 5 Letter of Authorization for signatory to submit application for registration on behalf of the Provider
    • RP 6 Proof of payment (e.g. copy of bank deposit slip or remittance advice)

No. It is not a guarantee but the Register will be a first source of information for PDEs when developing short lists.

Yes, when implementing preference and reservation schemes Providers are required to be registered to be eligible for preference and reservation.

Procuring and Disposing Entities are mandated to pre-qualify providers, however they will be encouraged to only use the RoP since it will have up-to-date and reliable information on providers.

The Register of Providers will be used in short listing providers under restricted/selective bidding and Request For Quotations/Proposals while open bidding is open to all providers whether on the RoP or not.

Confidential information submitted by providers will only be accessible by registered PDEs, Register of Providers Secretariat staff and authorized GoU agencies such as PPDA.

Registration Questions

  1. Click on the register link on the website. The register link can befound near the login form or other sections of the website.
  2. Select the category under which you would like to register. Availablecategories include: Provider, PDE/Government Agency and Other. The Other option requires special approval from the RoP Secretariat.
  3. Select the business sector(s) under which your organizationoperates. The sectors are grouped under PPDA's three standardprocurement categories: Works, Supplies and Services. Once you selectone of these categories, you will be able to select the specificsector(s) in which your organization operates and Click the Next Stepbutton to continue.
  4. Add the organization details. All fields are required to proceed to thenext step (except where marked optional). When complete, click the NextStep button to continue or the Previous Step button to change anyinformation in the previous steps.
  5. Add key staff information and click the Save Staff button wheneveryou complete with each staff member. Saved staff details are summarizedat the bottom of the form. You can edit or delete any of the saved staff details. Click the Next Step button to continue.
  6. Enter a summary of the previous projects handled by theorganization, and click the Save Project Details button whenever you are done with each project. Saved projects are shown at the bottom of theform. You can edit or delete any of the saved projects. Click the NextStep button to continue.
  7. Users may opt to attach scanned copies of the required supportingdocuments. Note that the maximum size of the image allowed is 1MB. Supporting documents may be posted / hand delivered to the RoPSecretariat along with the signed registration form.
  8. Click the Preview Application button to view your profile details before you submit the application. Click the Edit link to make any changes toyour profile. After submission, you will not be able to make any further changes to your application.
  9. Click the Submit Application button to submit your application forapproval. You will receive confirmation of your submission and an emailto confirm your registration.
  10. Print the completed application form, ensure that it is signed bythe organization's authorized signatories, attach the requisitesupporting documents and deliver to the RoP Secretariat offices.
  11. After completing the registration details and submitting all therequisite information, you will be required to effect payment. Paymentshould be effected as follows to the RoP bank account specified on theregistration form.
  12. You will receive a response to your application for registration onthe RoP within 21 days. If your application is approved, you willreceive a user name and password to access your account. In case yourapplication is not approved, you will receive detailed reasons fornon-approval and guidance on what you need to do to get registered.
